I have Hebrew installed and still cannot see Hebrew inside the class

Step 1:
Open the Control panel and Choose:
"Dates, Time, Languages, and regional options".

Step 2:
Choose "Regional and language options".		  2
   
Step 3:
Open the "Advanced" Tab, and choose "Hebrew" under "Language for non-Unicode Programs"
